Change management is a continuous process which requires constant monitoring and evaluation. It is a long-term process which requires dedicated and active participation from the members. Awareness, Desire, Knowledge, Ability and Reinforcement (ADKAR) is one of the theories in change management which can provide desired behavioural change in individuals as well as the community. A vibrant Grama Sabha is essential for the effective functioning of Village Panchayats by promoting transparency and accountability in administration, enhancing public participation in the planning and implementation of schemes and in the choice of beneficiaries, and paving the way for social audit.

The main goal of Grama Sabha is to facilitate the convergence of rural development programs of the state and central governments at the selected villages through village development plan (VDP) and other processes associated with panchayat governance.

The meetings are conducted by the Panchayat Heads to address the problems in the community, listen to public opinion regarding the problem and involve them in decision making process. It intends to increase the community ownership among the people thus ensuring development and sustainability.
